iMums & SlimCricket has put together several videos to teach students the multiplication tables by using visuals. An example of number 4 can be found as a video here. There is a free iPad App that students use to practice number 4. It looks like the full version, which includes the other numbers, costs $3.99. I have previewed the videos and I really enjoyed them.
